A site plan approved subdivision of 93 single-family lots. The project is split into two phases of 58 lots and 35 lots. The lots are mostly 60 foot frontage an my preliminary plan is to increase the number of lots in phase 1 to about 75 lots with reduced frontage. The lots are Draft Plan Approved and will have Municipal Sewer and Water (Appendix "A").
The site is located in the town of Cardinal, Ontario just east of where Highway 417 and 401 intersect at St Lawrence river. The town is about 8000 population. It is less than an hour drive to Ottawa , Brockville and Cornwall. An International Bridge across the St. Lawrence River provides easy access to Upstate New York, U.S.A., and the Township’s Deep Sea Port and Grain Elevator connects them commercially to the North American Great Lakes and all Countries of the world
3. Township History
The Township of Edwardsburgh/Cardinal has a rich and interesting history beginning before the Loyalists arrived in 1784. The French, working with their Indian allies, built a storehouse on the shores of Johnstown Creek, which was then called Old Breeches River. The storehouse was used to store supplies as they made their way to fur trading posts upriver and Fort Frontenac (Kingston today) from 1673 to 1758. Fort de Levis was built on Chimney Island (located just off present day Grenville Park) in the hopes of delaying the British advance down river. The final battle between the French and British during their conquest of North America took place here in August 1760.
4. Home Construction

House prices in the Cardinal area have a wide range. From the low $200s into the millions. Waterfront homes are in high demand however the market is for anything under $450- $500,000. Lockmaster’s Meadow aims to fulfil a big gap in the lower end market.
6. Market Area
Cardinal is within a 1 Hour drive of multiple major markets including Ottawa Kingston Brockville a.nd Cornwall. It is also five minutes to a major USA border crossing.
There is a new Broccolini development for a 700,000 square-foot distribution centre under
construction at 416 exit to North Gower. This facility is estimated to generate up to 2000
. jobs within 12 months.
The federal government has announced two new correction facilities within a 30 minute
. drive.
Kemptville has just approved a new 94 bed long-term care facility and Winchester has just
. approved a new 150 unit seniors housing project.
The estimated construction value is an excess of $500 million, along with the jobs to construct projects, the market area will generate as many as 3000 full time new jobs, all within a 30 minute drive of Lockmaster's Meadow.
The existing major local industries are; the Deep Sea Port and Grain Elevator operations along with Ingredion Incorporated, a leading global ingredient solutions provider to more than 120 countries.
