Jan 6, 2014 — A 18.75 Ac site in Oregon North east area with 4 - 300 kw units and 1 mile long canal, 4-5ft dia steel lined conduit pipes 230 ft long, controllers, transformer, turbines, generators, concrete structures. Cost $2.5M to build in 1987. Max flow 500 cfs for 1.2Mw. Seasonal Nov/Dec to May/June. The river runs 80 cfs in summer to over 6,000 cfs in winter with 300 cfs in river by pass flow required. Water shed basin is 1,600 sq miles. In the process of refurbishing the site FERC 14538 May 2018. The old FERC license 7269 was pull in Sept 2011 for being abandon non-operational. The site will need finishing the relicensing process 100k-200k, add a vertical fish by pass 8WX60LX6D, possible upgrade 1,416 sq ft fish screens to 3/32 from 1/8 x 1/4 slot 1/8 thick SS plates but the site is not in the spawning area, reconnect to the grid meter/fuse, service equipment & hydraulics, clear out the canal. Estimate of refurbishing is $200-300k (which is .25c to .44c/W) you cannot beat that for upgrade/refurbishing costs. It ran for 12 yrs (1989-2002) before the owner died making an average 2,500 mwh/yr at .08c kwh rate. Would make between $100k to $300k/ for season - 5 months. O&M costs $10k/yr. (Taxes, phone/power, insurance, labor, license fees, supplies, fuel, lube)
The equipment/structure is in good to great condition. Salvage value $1,000k to $2,200k. A new power contract will have to be sought (power, baseline/offset and green carbon credits). Oregon Offer Energy Tax credits and Grants along with USDA Grant for refurbishing. Oregon Energy Trust offers $40k toward relicensing costs, plus will do a loan/grant on the refurbishing. USDA REAP grants can cover 50% of repair costs up to $500k max. Starting in Jan 2019 their is a new capacity price up from $2.18/kw/mo ($2,616/mo) to $13.71/kw/mo ($16.542/mo for 1,200 kw units) max limit is 2,000 kw so you could increase it by 800kw more with an energy payment of $15.33/mwh.
