My Client requests to Purchase the following Refinery Feedstock
Pretreatment Fedstock
Coking Feedstock
Slurry-bed Feedstock
As per the Parameters stated below

On behalf of my client, we are pleased to express our formal interest in establishing
a commercial supply relationship with your esteemed company for the procurement of
refinery processing feedstock materials.
Based on our client’s current refinery and processing requirements, we intend to purchase the
following materials in accordance with mutually agreed commercial terms and technical
specifications:

Proof of Financial Capability:
On behalf of the Buyer, Buyer’s Mandate hereby confirms that the Buyer possesses
the necessary financial capacity to execute this large-scale transaction.
As the authorized mandate, we hold the relevant Proof of Funds (POF) in our possession and
are prepared to present or verify such documentation upon the Seller’s request to facilitate
the immediate commencement of this transaction.
Documentation Requirements:
We kindly request that the Seller provide the following documents for our review:
• Full Corporate Offer (FCO), including pricing terms.
• Product Quality / Specification Sheets
• Company registration and operating credentials
• Proposed logistics and delivery capability details
• Country of Origin (Russia Not Acceptable)

Product 1: Pretreatment Feedstock (Atmospheric and Vacuum Distillation Unit Feedstock)
Density at 20°C: ≤ 0.99 g/cm3
Sulphur: ≤ 3.0 m%
Water by distillation: ≤ 0.2%

Conradson carbon residue: ≤ 8 m%
Ash: ≤ 0.1 m%
Strong acid number: ≤ 1 mgKOH/g
Salt content: ≤ 100 mg/l
Product 2: Coking Feedstock (Delayed Coking Unit Feedstock)
Density at 20°C: ≤ 0.99 g/cm3
Sulphur: ≤ 3.0 m%
Water by distillation: ≤ 0.5%
Conradson carbon residue: ≤ 16 m%
Ash: ≤ 0.2 m%
Strong acid number: ≤ 1 mgKOH/g
Asphaltenes: ≤ 5 m%
Salt content: ≤ 10 mg/l
Vanadium: ≤ 100 mg/kg
Product 3: Slurry-bed Hydro-deconstruction Unit Feedstock
Technical specifications and quality parameters shall be mutually agreed upon by the Parties.
